As someone who enjoys the American River and its levees for cycling, hiking, and kayaking, I know how important it is to have a vibrant river with clean water and secure levees.
Unfortunately, our American River and its levees are in peril. Homeless camps line its banks, causing high levels of pollution and threatening the stability of our levees.
It's time to take action to protect our watershed -- and have fiscal discipline to do the job cost effectively.

Unfortunately, many levees have become the site of encampments for the unhoused. This is an unacceptable option for people, wildlife, water quality and the integrity of the levees. We need supportive services and affordable housing -- and strict enforcement of keeping our levees free of encampments and the water pollution and trash from them.
In addition, we need to ensure the fees we pay are kept affordable for Sacramento families and businesses, particularly in these times of high inflation. It's time to get as much value as possible for the fees we pay to the District for flood control.
The American River Flood Control District has been providing flood protection to the citizens of the Sacramento community for over 75 years. Formed by an act of the State Legislature in 1927, its mission is to protect the citizens in the District by maintaining the 40 miles of levees along the American River and portions of Steelhead, Arcade, Dry and Magpie Creeks.
The District is governed by a five member Board of Trustees, each of whom is elected by the voters within the District's jurisdiction.
Revenues to run the District’s operations are raised through a special benefit assessment on properties in the District that benefit from the flood protection provided. The assessment appears on the annual Sacramento County property tax bill as a direct levy and is designated American River Flood Zone A, Zone B, or Zone C.
